ECUADOR: Deadly rioting shakes prison system once again

Violence has once again erupted inside Ecuador’s overcrowded prison system. Riots at two prisons – the Penitenciaría del Litoral in Guayas province and the Cárcel de Latacunga in Cotopaxi – left 27 inmates dead on 22 July. In response, President Guillermo Lasso declared a state of emergency in the country’s prisons, establishing military perimeters around penitentiaries and shaking up the prison authority (SNAI). Urgent action is clearly needed; the number of violent deaths inside the country’s penitentiaries in the first seven months of 2021 now stands at 121 – a 137% increase on the 51 murders that took place behind prison walls in 2020.
