In brief: Transparency complaints over El Salvador’s 2022 budget proposal

* A group of 16 civil society organisations including the Central American institute of fiscal studies (Icefi), a regional economic think-tank, and Fundación Nacional para el Desarrollo (Funde), the local branch of NGO Transparency International (TI), have called on the El Salvadorean government led by President Nayib Bukele to make public its budgetary policy behind the design of its proposed 2022 state budget. A joint statement by the organisations complains that by withholding this information, the government is failing to comply with the constitution and violating the right of access to public information. Finance Minister Alejandro Zelaya unveiled the government’s proposed budget for 2022 at the end of last month which is for US$7.97bn, up US$400m on the 2021 budget. It is currently awaiting approval by the 84-member unicameral national legislature (which is controlled by the ruling Nuevas Ideas).
