ECUADOR: State of exception to tackle surging violence

“We will take the battle to the underworld,” Ecuador’s President Guillermo Lasso declared on 18 October as he decreed a 60-day state of exception to tackle mounting violence related to drug trafficking. The announcement came in the wake of Ecuador’s deadliest ever prison massacre, and follows signs that the country has become an increasingly important transit hub in the international cocaine trade. During the state of emergency, the military will be deployed across Ecuador to work alongside the national police in domestic security operations.
