BRAZIL: Rio governor launches new security programme

Around 1,300 armed police descended upon the favelas of Jacarezinho and Muzema in Rio de Janeiro on 19 January, part of an operation which marked the launch of ‘Cidade Integrada’ (Integrated City), a new public security programme conceived by the governor of Rio state, Claúdio Castro. The new initiative drew instant comparisons with the ultimately unsuccessful UPP (Unidade de Polícia Pacificadora) programme that was launched in Rio’s favelas in 2008, but Castro denied that Cidade Integrada is a mere repackaging of the pacification policy.
