PERU: Congress delivers blow to plans for new constitution

Peru’s President Pedro Castillo was dealt a major blow to his ambitions to draft a new constitution on 21 January, when congress approved a bill restricting citizens’ ability to trigger referendums on constitutional matters. The government made an appeal in the constitutional court (TC) on 26 January but will have to convince five of the court’s six judges of the law’s unconstitutionality if it is to be struck down.
