PERU: Torres plays a risky game

Relations between President Pedro Castillo’s administration and the congressional leadership, strained since he took office in July last year, took another downward turn on 15 February. Labour Minister Betssy Chávez, a deputy for the centre-left Perú Democrático (PD), announced that she had submitted an impeachment motion against the president of congress, María del Carmen Alva, of the centrist Acción Popular (AP). The escalation, which follows reports that Alva colluded with opposition deputies seeking to oust Castillo, will do little to improve relations with the legislature ahead of Prime Minister Aníbal Torres’ confidence vote on 8 March.
