Fernández’s state-of-the-nation address underwhelms

Argentina’s President Alberto Fernández delivered his annual state-of-the-nation address to congress on 1 March. For several days ahead of his address, it had become apparent that Fernández would not come brandishing a final agreement with the International Monetary Fund (IMF) in his hands. In the absence of this accord, which congress will need to approve before 22 March, when Argentina faces a US$2.8bn debt repayment to the IMF, in order to avoid tipping into default, Fernández had little of substance to say.
