* Peru’s President Pedro Castillo has decreed a 120-day state of emergency in the agricultural sector, during which the agrarian development ministry (Midagri) will implement a plan to improve agrarian productivity. The executive decree states that the emergency measure was taken to address the lingering impacts of the coronavirus (Covid-19) pandemic on the sector, which, combined with accelerating global inflation following Russia’s invasion of Ukraine, is threatening Peru’s food security and economy. Castillo tweeted that the state of emergency is part of a “Second Agrarian Reform” – a campaign pledge that echoed the agrarian reform implemented by former dictator Juan Velasco Alvarado (1968-1975), which saw significant land redistribution. Castillo has not elaborated on what his planned reforms will look like, but since taking office in July 2021 he has insisted that his government is not planning any expropriations.
