ECUADOR: Lasso clashes with congress over investment

Ecuador’s President Guillermo Lasso restructured his cabinet on 30 March. His hand was forced after Alexandra Vela resigned as government minister a day earlier. Vela cited differences with Lasso over the presidential prerogative of ‘muerte cruzada’, which allows the executive to dissolve the legislative assembly and govern by decree until new elections can be held. Vela was in favour of taking this step after deputies threw out the government’s flagship investment bill last week, but Lasso insisted he remained committed to dialogue, although he lashed out at deputies, branding them “thieves”.
