Mexico is still by far the poorest member of the Organization of Economic Cooperation and Development, to which it has belonged for 10 years. The OECD pointed out that although Mexico was better-off than 10 years ago, the government has missed out on harnessing the oil boom to overhaul education and improve the country's productivity. The OECD has also had some sharp things to say about the way the Mexican legal system encourages the informal sector.
