​HONDURAS-REGION: Updated ‘Engel List’ strains relations with US

Last week the US State Department released an updated version of the so-called ‘Engel List’, which, first issued a year ago, featured Central Americans accused of corruption, obstructing investigations into corruption, or undermining democratic process. The list is in line with the US administration’s emphasis on tackling corruption as part of its US$4bn comprehensive development plan for Central America to address the root causes of migration. US relations with Honduras’s neighbours are already at a low point. However, the inclusion of several actors in Honduras linked to both President Xiomara Castro and her husband and former president Manuel Zelaya (2006-2009) is threatening to cast a shadow over Washington’s ties with the new leftist Partido Libertad y Refundación (Libre) government, previously a source of tentative optimism.
