BOLIVIA: Coca tensions reignite

A long-running dispute over control of one of Bolivia’s two major coca unions, the La Paz-based Asociación Departamental de Productores de Coca de los Yungas de La Paz (Adepcoa), erupted in dramatic style on 8 September. After weeks of protests against the existence of an apparently illegal ‘parallel’ coca market operated by a pro-government Adepcoca faction, union members torched the building used by the breakaway faction. With President Luis Arce’s government having so far failed to broker dialogue between the two sides, the risk of further clashes remains high.
