PERU: Political crisis escalates

Peru’s perpetual political crisis has been simmering ever since President Pedro Castillo came to power in July 2021. It could now be reaching boiling point. The attorney general, Patricia Benavides, presented a constitutional complaint against President Pedro Castillo to congress on 11 October for leading a criminal organisation, influence peddling, and collusion, and posted a video to social media urging legislators to take action now. The accusations are not new but the request to congress to authorise the attorney general’s office to commence criminal proceedings against Castillo certainly is. The complaint rests on dubious legal grounds because the constitution only lists four offences for which a sitting president can stand trial and corruption is not one of them. Castillo retorted that Benavides was trying to orchestrate a coup.
