HAITI: Stepping up sanctions

Weeks after the US government’s 12 October announcement of visa restrictions on Haitian officials and others linked to street gangs and criminal organisations [WR-22-41], it revealed new sanctions targeting senate president Joseph Lambert and former senator Youri Latortue. Criminal charges against seven gang leaders were also unsealed. This is in line with a 21 October resolution approved by the United Nations Security Council (UNSC) authorising a sanctions package for Haiti to address gang violence, targeting gang leaders and their backers, along with other foreign efforts to tackle gangs in response to the country’s multifaceted security crisis. Another proposed UNSC resolution authorising the deployment of a “non-UN international security assistance mission”, which remains more contentious, has yet to be approved.
