BOLIVIA: Santa Cruz standoff no closer to resolution

Bolivia’s President Luis Arce is facing the most serious threat to his authority since taking office in 2020 as a result of a protracted strike in the eastern department of Santa Cruz, which has now reached 26 days. Arce went some way towards addressing the root cause of the strike this week. He issued a decree setting 23 March 2024 as the date for the national census and confirmed that a revised ‘fiscal pact’ for the distribution of economic resources to the regions would be made accordingly. It did not mollify the protest movement in Santa Cruz, headed by the departmental civic committee, which, with distrust running deep, demanded more reassurances.
