BRAZIL: Lira emerges as the power broker
The new Brazilian congress voted to extend the tenures of the president of the lower chamber of congress, Arthur Lira, and the senate president, Rodrigo Pacheco, for another two years at its inaugural session on 2 February. Of the two, Lira is the key person to watch as he has amassed strong cross-party support and will be a formidable power broker during the presidency of Luiz Inácio Lula da Silva.
