MEXICO: Prison break highlights systemic flaws

A major breakout from a state prison in Ciudad Juárez, Chihuahua state, on 1 January was due to “a system of corruption”, according to the then-Chihuahua state attorney general (AG) Roberto Fierro Duarte. The incident was shocking in its level of violence, with 19 people killed in the breakout and its aftermath. However, this is not the first time that Mexico has seen prison breaks in which high-ranking members of drug trafficking organisations (DTOs) have been able to coordinate activities from inside their cells, pointing to endemic problems of corruption and inmate self-rule, evident in prisons all over the country.
