COLOMBIA: New bill to demobilise criminal groups

President Gustavo Petro’s government unveiled a bill on 15 February proposing regulations for the “submission to justice” of criminal groups, which would include the Clan del Golfo drug trafficking organisation (DTO) and dissident units of the Fuerzas Armadas Revolucionarias de Colombia (Farc) guerrilla group. The bill was presented at a crucial moment for Petro, with his legislative alliance under strain from the government’s controversial health reform proposal.
