MEXICO: Flurry of activity as congressional session ends

Mexico’s congress is in recess until 1 September following the closure of the current legislative session on 30 April. A last-minute whirl of activity took place as the session drew to a close, as senators from the ruling left-wing Movimiento Regeneración Nacional (Morena) and allied parties approved a multitude of reforms in an express session held outside of the senate’s usual chamber and without the presence of the opposition bloc. The political opposition have accused Morena of violating the separation of powers and acting without regard for transparency or responsibility, in an episode that will heighten tensions in an already divided legislature.
