ECUADOR: Lasso puts police on counter-terror footing

With Ecuador’s criminal groups mounting increasingly brazen and indiscriminate attacks in their battle to secure control over drug trafficking routes, the authorities are frequently framing these organisations as a threat to the state itself. On 3 May President Guillermo Lasso issued a decree authorising the military’s deployment against “terrorist” groups, in a move that seemed intended to facilitate the militarisation of public security without the need for him to first declare a state of exception.
