HONDURAS: Castro orders intervention in prison system

On 18 April the leftist Partido Libertad y Refundación (Libre) government led by President Xiomara Castro announced a new 10-point plan to intervene in Honduras’s prisons. This was prompted by deadly clashes which occurred on 8 April in four maximum security prisons – indicative of the ongoing crisis in Honduras’s penitentiary system in which gang-related violence and criminal activity remains rife, and which previous administrations have failed to address. With incidents of prison violence continuing since the latest plan was unveiled, the Libre government is under particular pressure to tackle the issue given that, with the anti-extortion plan and state of exception announced in late 2022 to address gang violence [SSR-23-01], the prison population is set to rise.
