BRAZIL: Amended tax reform bill passes lower chamber

The government’s proposed legislation to reform Brazil’s convoluted tax system was fully approved in the lower chamber of congress on 7 July, after two rounds of voting on 6 July and further votes on amendments the following day. Rallying support among the notoriously fragmented and hostile legislature, not to mention getting municipal and state governments on board with the reforms, required intense negotiations on the part of cabinet ministers and allies of President Luiz Inácio Lula da Silva’s government.
