Foreign security mission greenlighted for Haiti

Nearly a year after Haiti’s caretaker prime minister, Ariel Henry, requested it, the United Nations Security Council (UNSC) has approved the deployment of a multinational security support (MSS) mission to Haiti for an initial 12-month period. The mission, which is to be led by Kenya, is tasked with supporting Haiti’s national police (PNd’H) in restoring security to Haiti, where armed gangs now control vast swathes of the country – a situation which has escalated since the July 2021 murder of former president Jovenel Moïse (2017-2021). The approval of the UNSC resolution authorising the MSS - the first time in nearly two decades that such a force will be deployed to Haiti - has been hailed as “historic” by the international community. Yet doubts persist, not least given the track record of the Kenyan police [WR-23-35] and the scale of the challenge facing the mission.
