* Ecuador’s President Daniel Noboa has sent a bill to the national assembly aimed at resolving the energy crisis which in October forced the government to introduce rolling blackouts. Noboa categorised the bill as a matter of “economic urgency”, meaning that the national assembly will need to vote on it within 30 days. The bill proposes the creation of an ‘energy efficiency fund’ which will finance different initiatives, including campaigns promoting energy saving; substitution programmes for machinery, equipment and appliances; energy-saving systems; and initiatives for the industrial sector. The bill also proposes tax incentives for energy saving, with reductions in income tax for those who reduce their energy use, among other things.
