COLOMBIA: Bogotá unplugged with help of Beijing

Traffic jams are a burden on economic growth, as residents of Colombia’s capital Bogotá will know all too well. In Latin America only Lima and Mexico City have worse traffic than Bogotá, according to the TomTom traffic index, and the city’s TransMilenio bus rapid transit system has long operated at or above capacity.
