DOMINICAN REPUBLIC: Abinader uses annual address as campaign rally

When President Luis Abinader stood up to deliver his annual state-of-the-nation address to congress on 27 February to mark Independence Day in the Dominican Republic, there were a number of empty seats. Opposition parties decided to boycott the occasion, staging a walkout shortly before his address. They did so ostensibly to object to “the use of state resources” in the 18 February municipal elections, in which the ruling Partido Revolucionario Moderno (PRM) excelled [WR-24-07]. But they were also keen to avoid hearing the long list of achievements of the Abinader administration, which should see him sail to re-election in presidential elections on 19 May and ensure that the PRM expands its formidable presence in congress in the concurrent legislative elections.
