*Mexico’s senate has unanimously approved a constitutional reform which would declare passenger train travel to be a strategic priority and bring it under the control of the government. The reform seeks to modify Article 28 of Mexico’s constitution, which prohibits monopolies but includes exceptions for strategic sectors. The reform had previously been unanimously approved by Mexico’s lower chamber on 8 October. As a constitutional amendment, it will also need to be approved by a majority of Mexico’s 32 state legislatures before it can be signed into law.
