GUATEMALA: Berger's popularity sinks at halfway point

When Oscar Berger won the presidential elections in November 2004 he did so on such a tide of popular support that he must have been quietly confident that he would not live to regret his campaign promise to hold a referendum on his rule, halfway through his mandate, if he was deemed by the electorate to have reneged on his promises. Two years later and Guatemalans are clamouring for him to stick to it. What went wrong?
