Luis Pacheco, an indigenous leader and deputy minister for sustainable development in the government of Guatemala’s President Bernardo Arévalo, was arrested at dawn on 23 April on the orders of the attorney general, María Consuelo Porras. She also ordered the arrest of Héctor Chaclán, another indigenous activist.
