HAITI: Struggling to break the deadlock

This week the United Nations Security Council (UNSC) unanimously agreed to extend the mandate of its Integrated Office in Haiti (known by the acronym Binuh). The motion, drawn up by the US and Panama, attracted widespread support. Yet no early end to the political and security crisis in Haiti is in sight.
