BRAZIL: Tax defeat reflects broader fiscal troubles

The government of President Luiz Inácio Lula da Silva is reeling from the defeat in June of its revenue-boosting measures, the biggest setback to his agenda since he returned to office in January 2023. Congress struck down the measures, further deteriorated already wobbly public finances, and risked impacting some of the government’s flagship social welfare programmes. But the result also showed how the 79-year-old former trade union leader, who is known for his negotiating skills and ability to forge compromise, may be losing his grip on congress and, as a result, on his legislative agenda.
