Sean Duffy has announced restrictions on the operating rights of Mexican airlines in response to
“Mexico’s blatant disregard of the 2015 US-Mexico Air Transport Agreement and its ongoing anti-competitive behaviour,” according to a Department of Transportation (DoT) statement. The DoT said that in 2022 Mexico
“abruptly rescinded slots and then forced US all-cargo carriers to relocate operations” to enable construction work to reduce congestion at the Benito Juárez international airport in Mexico City (CDMX), which has yet to take place. In response, Duffy issued three orders on 19 July which require Mexican airlines to file schedules with the DoT for all their US operations; seek prior DoT approval before operating any large passenger or cargo charter flights to or from the US; and proposed the withdrawal of anti-trust immunity from a joint venture between US airline Delta and Mexican flag carrier Aeroméxico.
