BRAZIL: Lower chamber approves Lula’s income tax bill

The governing coalition led by the left-wing Partido dos Trabalhadores (PT) scored a significant political victory on 1 October when the lower chamber of congress approved a government-backed bill aiming to decrease the tax burden on lower earners while increasing income tax (IR) for the country’s wealthiest citizens. The bill is one of the top legislative priorities in 2025 for President Luiz Inácio Lula da Silva, who will likely hope that the senate can approve the legislation in the coming months so that the tax breaks can take effect in 2026 and boost public morale ahead of the general elections.
