ECUADOR: Prisoners transferred to new facility after massacre
On 10 November Ecuador’s government announced that the first 300 prisoners had been transferred to a new maximum-security prison following a massacre that left at least 31 inmates dead at a prison in Machala, the capital of El Oro province, the previous day.
