BOLIVIA: Mesa's third hydrocarbons minister goes

President Carlos Mesa's third hydrocarbons minister, Xavier Nogales, resigned on 25 May. He had been appointed only 6 weeks earlier. Nogales appeared to have been caught in a vice over the proposed new hydrocarbons law, one of the five items in Mesa's referendum which has been opposed both by the business community and the militant unions [WR-05-15].
