CUBA: Melissa adds to the crisis

Countries with strong economies, robust infrastructure, and prudent levels of foreign currency reserves can rely on them to work as protective “shock absorbers” during national disasters. In the case of Cuba and Hurricane Melissa there has been much more of a hard landing.
