Is the Monroe Doctrine coming back?

There is a case to be made that the events in Caracas on 3 January represent a fundamental shift, a turning point or watershed, in relations between Latin America and the United States, with the countries of Latin America and the Caribbean having to cope with a deep change in the US foreign policy stance. Under Trump the US administration is becoming more interventionist, more interested in the undisguised assertion of power in its sphere of influence, more focused on self-interest (captured by the MAGA slogan – Make America Great Again), more preoccupied with reducing crime and migration, less democratic, and more protectionist. The 3 January mission to decapitate the Venezuelan government stands out as a milestone on that journey. In this report we will be looking at other examples and referring to US strategy and foreign policy documents that help understand the change that is taking place.
