The big picture; US national security strategy (NSS)

In November 2025 the US State Department and intelligence agencies completed work on a new document summing up the country’s National Security Strategy (NSS). The NSS is updated around every four years, reflecting the thinking of successive administrations. The 2025 version was released in early December, almost exactly a month before the launch of Operation Absolute Resolve. It is unlikely that that publication of the NSS triggered the subsequent military operation against Venezuela only 30 days later, but the NSS did set out some fundamental shifts in US attitudes to national security and those changes influenced and informed the planning and execution of Absolute Resolve.
