Coincidentally with the publication of these documents, the Chinese government published its own Latin America and the Caribbean (LAC) strategy paper in December giving a clear signal that it intends to continue expanding its footprint in the Western Hemisphere. It outlines five programmes for building a China-LAC community as follows: they are Solidarity, Development, Civilisation; Peace; and People-to-People Connectivity. The Solidarity programme, for example, covers political and international collaboration, but also requires LAC partner countries to recognise the One China policy which prevents recognition of Taiwan as an independent country.
