Torrijos forges ahead with security decrees

Despite the public outcry over the proposed security reforms reorganizing the Panama's law enforcement and security services [RC-08-08], President Martí­n Torrijos went ahead last month and approved each of the reforms, though they have yet to be ratified by congress. The reforms continue to generate opposition and have become an electoral issue, with opposition candidates Juan Carlos Varela (Partido Panameñista) and Ricardo Martinelli (Cambio Democrático) both pledging to revoke the decrees if they win the May 2009 presidential elections.
