On 5 September the president of the senate, Kelly Bastien, finally
pronounced Michí¨le Duvivier Pierre-Louis “authorised to govern the country" as
prime minister after her plan of governance was approved in a marathon session,
after eleventh-hour negotiations, by the minimum required 16 senators. The
session, which was expected to pose a major obstacle to Pierre-Louis'
ratification, was carried out with less opposition than anticipated after four
devastating hurricanes put the prolonged political squabbling of recent months
into perspective. Some 700 Haitians have been killed and around 700,000 affected
by the passage of Fay, Gustav, Hanna and Ike across the country in just over
