TRINIDAD & TOBAGO: Bullish budget

Trinidad & Tobago's finance minister, Karen Nunez-Tesheira, was notably bullish when she delivered her first budget on 22 September. The country has become the world's fifth biggest producer of liquefied natural gas (LNG) and a major crude oil producer. The revenues from these businesses are allowing the government to challenge Venezuela and its Petrocaribe programme, which offers cheap oil to Caribbean and Central American consumers.
