in November 2025 after Peru’s former prime minister
Betssy Chávez (2022) was granted asylum in the Mexican embassy in Lima while she was on trial for alleged rebellion. Chávez served as prime minister during the final months in office of former president
Pedro Castillo (2021-2022), whose impeachment and arrest was characterised by Mexico as a coup. Both Castillo and
Chávez were sentenced to 11 years and five months in prison in November 2025 for conspiracy to commit rebellion. Tensions persisted between Peru and Mexico after Mexico’s president at the time,
Andrés Manuel López Obrador (2018-2024), was succeeded by President
Claudia Sheinbaum. Despite her right-wing Fuerza Popular (FP) party being the main force behind Castillo’s impeachment, Peru’s new President
Keiko Fujimori had said that repairing ties with Mexico would be one of her initial priorities. A statement released by Peru’s foreign ministry on 7 August announced that Chávez had been granted safe passage to Mexico, although it insisted that
“there is no political persecution” in Peru. The Peruvian statement highlighted goals for an improved bilateral relationship including
“profound integration that allows the free circulation of people, goods, services, and capital”.
