GUATEMALA: High-profile political prisoners released to house arrest
Local and international rights groups have welcomed the recent release to house arrest of Luis Pacheco and Héctor Chaclán, two leaders of the indigenous organisation 48 Cantones de Totonicapán (48 Cantones), who were arrested in April 2025 on terrorism charges [WR-25-17] and had remained in pre-trial detention ever since. Both are allies of pro-democracy President Bernardo Arévalo, and the charges against them were widely considered spurious and retaliation by discredited former attorney general María Consuelo Porras (2018-2026) for their key part in major protests in late 2023 in defence of Arévalo’s electoral victory earlier that year. Their release to house arrest is the latest sign of change under Porras’ successor, Gabriel Estuardo García Luna, who took office in May [WR-26-20], and whose assumption of the post has sparked optimism regarding anti-corruption efforts.
