In brief: Mexico and Costa Rica shore up trade ties

*Mexico’s deputy minister for foreign trade, Luis Rosendo Gutiérrez Romano, has hosted his Costa Rican counterpart, Arianna Arce Camacho, in Mexico City (CDMX). According to a press release by Mexico’s economy ministry (SE), the two “discussed bilateral trade and investment” and agreed to deepen cooperation in these areas. The SE statement cites the two as saying it was “an opportune moment” to strengthen bilateral dialogue in an “international context marked by greater uncertainty and trade fragmentation”. It cites Gutiérrez as highlighting that Mexico and Latin America have “the opportunity to strengthen their competitiveness and regional integration to attract investment and take advantage of value chain nearshoring”. In turn, Arce highlighted “the importance of identifying and promoting opportunities for greater diversification in order to mitigate the growing risks presented by the international environment”. Costa Rica-Mexico trade rules are governed by the Mexico-Central America Free Trade Agreement which took effect in relation to Costa Rica in 2013. Both officials also highlighted that Costa Rica’s eventual incorporation into major regional integration blocs, such as the Pacific Alliance trade bloc, comprising Chile, Colombia, Mexico, and Peru, provides “valuable possibilities for strengthening… trade and investment ties”. According to the SE statement, bilateral trade between Mexico and Costa Rica totalled US$3.59bn in 2025.
