On 6 February the provisional electoral council (CEP) disqualified 40
of the 105 candidates registered to stand in Haiti's upcoming senatorial
elections, including all 16 candidates from both branches of Fanmi Lavalas, the
party of former president Jean-Bertrand Aristide. Amid concerns expressed by
both the Organization of American States (OAS) and the US embassy in
Port-au-Prince that the CEP's decision could compromise the integrity of the 19
April election, the council granted the excluded candidates three days to
appeal: the CEP has, however, refused to budge on its bar on Lavalas
