BOLIVIA: Blame game begins over deadly barracks explosion
On 11 September the commander of the Bolivian army, General Héctor Alejandro Alarcón, announced that he had filed a criminal complaint against former defence minister Edmundo Novillo (2020-2025), blaming him for a deadly explosion at a military barracks earlier this month.
