Costa Rica’s foreign minister, Manuel Tovar, has become the first member of President Laura Fernández’s cabinet to be dismissed since her right-wing Partido Pueblo Soberano (PPSO) government took office in May. His abrupt firing was announced during the United Nations General Assembly (UNGA) in New York, one of the most significant diplomatic gatherings of the year. Fernández accused Tovar of failing to inform her of a meeting of the US-led Shield of the Americas regional security initiative with President Donald Trump on 22 September.
