*Uruguay’s government led by President
Yamandú Orsi has announced that it is submitting a bill to congress to establish early retirement eligibility at age 60, with 30 years of service. The secretary of the presidency,
Alejandro Sánchez, noted that the creation of a retirement provision for early retirement fulfils one of the central commitments made by the government at the conclusion of the ‘social dialogue’, a nationwide participatory process designed to build broad national agreements on social issues. According to the government, the reform prioritises the most vulnerable workers and is designed to allow those in the low- and lower-middle-income brackets to take early retirement and receive pension benefits equal to or greater than those in effect prior to the reform. Those in the middle- and high-income brackets will also be able to use this provision. However, the programme offers financial incentives for those who decide to voluntarily defer their retirement gradually until age 65. The bill also includes changes to the solidarity supplement to ensure that it continues to bolster the lowest pensions in the future. The lowering of the retirement age from 65 to 60 was one of the aspects of a wide-ranging pension reform that
was ultimately rejected in a referendum in 2024.
