COLOMBIA: Mexico to help in renewed talks with ELN

Refusing to go along with President Alvaro Uribe's wish to have all illegal armed groups in his country declared `terrorist organisations' does appear to have proven its usefulness, once the initial irritation in Bogotá has worn off. Now Uribe has enlisted Mexican President Vicente Fox as `guarantor' of renewed peace negotiations with the second-largest guerrilla organisation, the Ejército de Liberación Nacional (ELN). This follows his having welcomed Lula da Silva's offer of Brazil as a venue for talks between the Farc and the UN.
